Where is the best place to keep located in my pond should it be kept off the bottom a bit ?

Yes, off the bottom a bit just in case something comes unhooked and you pump all your pond water out, you dont want to drain the pond completely. Also less likely to get clogged up with leaves and dirt if it sitting off the bottom a foot or so.
