You must be adding the wrong plants. Plants should do well in your pond as your temps are pretty mild. What plants have you tried?
I have some mallets
A floating plant
And a oxygenious plant inside the water it looks like a pin

did you wash out the rots of the plants before you put them in your pond . I never put plants in my pond until I clean the roots and let them soak in water before I put them in the pond . You never know what is hiding in the roots . Plus plants use oxygen at night that the fish need .. I soak plants out side the pond for at least 3 days . Fish need lots of oxygen from plants during the day but plants delete oxygen at night . You may need and aerator to help

I agree I find it very beneficial to the pond when no soil is added. When the plants start to grow trust me there roots collect enough sediment trapping it and the roots will then absorb what ever they like. Washing off the soil is the only way to get the plants to feed off the water and not the imported soil after all the plants are there to pull nutrients from the water not soil in water. Will some plants do much better in soil absolutely. But the whole purpose of plants is to absorb ammonia nitrates and other nutrients in the water.
