He is in the UK so it's pretty cheap it looks like to me.

I read through the specs and the msds sheets looks realy good to me any product that will take YEARS to cure moves to the top of the use list

What would be the equivalent of this found here in the states?

To that extent i have found nothing . That one says good for underwater , every caulking i have found says not recommended for permanent submersion, but what has been used is generally a polyurethane base caulking. some use silicone" i am not a fan of silicone" Genocil 4500 caulking, or LOCTITE PL-S 30

Look at boat repair caulking, good for under water, above water, sun. Not cheap, but it works.
