Root Bound Lily ??

My bright pink lily isn't doing so well. I pulled it from the pond today, the roots look quite root bound. See pictures below.

Any advice? Should I cut from the pot and repot? Leave as is? Its currently in soil with pebbles on top of the soil.

Is this normal for a lily?

I have a lily from last year Priscilla, I know it needs repotted because the whole top of the pot is filled with short leaves. It is sending up lots of leaves and some blooms but the leaves are very tiny. I need to pull it and get it divided. It is in a deeper nursery pot also so not as much surface area as my oil pans and dishpans. Have you fertilized it?
Better to let someone with more experience chime in. :)

They like wide shallow pans, I use oil pans, by mid summer they are full of roots but still grow and bloom well
