I had a problem with raccoons getting into my pond and destroying my plants. I went to www.drsfosterandsmith.com and I bought this gizmo that transmits ultrasonic frequencies as a deterrent. It has different setting depending on that animal you want to deter--e.g. rodents, raccoons, dogs, etc. Something else you might try is getting some nylon chicken wire and attaching a frame to it. You could attach a hook-and-eye type lock to keep it secured.
I also think a fence is a good solution. Those wrought iron fences are really pretty. The dogs really should be contained in some fashion anyway. They are pack animals and need to understand hierarchy and boundaries.
