First timer. Digging drops, do you have brick/rock hold them under the liner?

I am in the process of digging a pond less waterfall into my slope. Now I have figured out a few drops and see where I want to place them. Question is, do I dig out the drops and leave them bare, then put liner and rock? Or do I use brick or something to reinforce the drop, then lay liner, and then lay rock on top?

I simply dug out the steps and put the liner on top, Then put a flat rock on top of the liner. Be sure that the step in deep enough so that you don't get the water running over the edge or splashing out.
