Pot Depth of a Lillie Measured?

I just got done repotting some lillies, many articles I've read are too place them a depth of 18-24" in your pond. Well I just thought of something, is this measured from the bottom of the pot or from the top of the tube, i.e dirt level?

I know it's probably not critical in the non winter months, but it would make a differance when winterizing them.

Measured from the tuber, the plant. My hardies can be from 6 inches, tuber below water, to 48 inches. In winter it is just getting them below the freeze level of your water. I put mine around 20-24 inches deep, the deepest my pond has frozen so far is 8 inches. You just don't want the tuber to freeze.
