Want to slow down water flow

trying to figure out how to slow the water flow on bottom tier. We cant even see the fish because the surface movement. we tried using sprigs of mint to slow the flow as shown in the picture. we tried two different pumps. the first one was too weak and wouldn't even force up to the top level. the second pump is turned down all the way and the water is flowing fast bottom. Bottom tub is 24" diameter by 18" high

Welcome to the forum. Is there enough hose accessible in the bottom you could install an extra valve on a T fitting? This would allow excess water pressure to bleed off and circulate in the lower tier. It is tough when you need the pressure to pump the water high. Between the valve and your pump flow adjustment, you may be able to fine tune it.

Another option might be to use a pot with holes and gravel/ballast to "catch the water" which should eliminate the rippling if it is above the water line.
