I work in the power industry we have fun occasionally finding proper ground particularly when we are in an area with next to no soil. And it is "ledge " solid rock " bed rock " much the same issue your having but could be a number of causes
Ah, understand. We believe the house earth rod is in 4" to 6" concrete, to it's top (path around house), the rest is in soil. Earth wire from the to consumer unit is prob 6mm but should've been 10mm. Plus wire is slightly broken in places. The new one I just put in for pond is 100% in soil with a 10mm Earth wire.

Sorry I chuckle a little with the earth wire rod etc. We just call it a ground rod. Even here in the states in different places we use different names like going to the liquor store in NY. But it's the package store in Ma. Or if your in Boston it's a Packy run. Same with a subway sandwich . Cold cults , hoggies, sub, grinder. On and on .

Or an ABC store. Sounds like a nursery rhyme!

Electricity (Juice) is a funny thing. I am not an electrician but have seen some weird things with grounds over the years. One place I worked had a six-foot deep ground rod that needed salt water poured around it to pass inspection. All of my ponds and aquariums have titanium grounding rods. Stray voltage from pumps etc. is almost always present.

Not an Electrician myself, and whilst i know the basics, this last week has been a real eye opener and a good learning experience. Induction voltages through pond pumps tend to be low and accumulative, but I didn't know they existed until last week. Adding a new earth/ground rod I didn't know was possible. Wiring a plug with separate earth's felt very weird. Earth fall back, didn't think it could happen. Constant DC voltage through the main earth to ground from PCs etc. Never knew. Think I may enrol in an Electricians course!!!
