Water Under Liner

I am experiencing trouble with water under the pond liner in my pool. What's odd is that it only grows when the pump is on to the falls. I'm at a loss as to what the problem is or how to correct. Suggestions?

You might be able to weigh it down if you use large enough rocks. Otherwise I think the only solution is to create drainage for it somehow. Maybe if you dug down to the side of your pond fairly deep, you invite the water to fill into the hole, and then pipe it away?

Other people here should have more experience with this, though. Maybe they have a better answer.
