What I would do after the filter and before the waterfall I would put in a 3-way valve to divert the water into the pond at night.

its not moving water so much as the oxygen, and food it carries that keeps the bacteria going....an air pump and a couple airstones in the filter would greatly increase the life expectancy of the bacterial colony. should the flow be slowed or cut off.... on a side note my neighbors love the relaxing soungs of the falls.

Invite them over for a BBQ. Let them enjoy your beatiful waterfall and the sound it makes, then they wont be able to complain a few hours later about the noise

Tell them they could always move next to someone with a barking dog and see how that compares to your waterfall.
