I have 15 large koi over 10 yrs old. Frogs are loving the pond. Loud, messy, need them gone. Have physically relocated 19 in the past two weeks. Everything I find to kill or deter the frogs is bad for koi and/or the pond plants. Ideas?

Well I sure would not recommend killing them. I don't find them to be an issue at all. I like having them around croaking their songs. If you want them gone I think you should just keep relocating them.I don't know any deterrents for keeping them away but maybe there is something on the net you can google.

As long as there is water, there will be frogs. They are loud here but don't find them to be messy. Maybe a tight weave fence?

Is this the first time in 10 years that you've had a problematic frog population? Some years it just seems like there are more than others. I don't find the frogs to be particularly loud - but the toads are when they spawn. Are you sure you don't have toads? And if that is the case, they will leave as soon as they are done spawning, so just be patient for a little while.
If they are permanent, resident frogs? I say embrace the noisy, messy mayhem. But then again, I love the wild critters just about as much as my fish.
