How to package/mail submerged pond plants

What are the steps to package plants and send thru the mail and ensure they arrive healthy?
A member has asked me to send anacharis

I just pull it from the pond, put it in a plastic bag sealed, put in box and send. A lot easier now that it is cooler. You can put in a wet paper towel to keep it moister if you want to.

You can see an example of how this is done by visiting a pet 'box store' that sells plants. They display a bunch of plants like @addy1 describes. I would check your state laws and the laws where the other person lives to be sure you can ship the stuff.
