Sure it is air locked or maybe pump is not big enough or that pipes maybe clogged a little by silt .How far does the pump have to pump and how long is the 2 inch pipe .

2 inch pipe is about 6 ft long with about 6 feet of extra pipe on sides, return is within 3 feet of pump,
should I run a line from under gravel filter out to daylight

Have you tried blowing the lines out with a compressor or a shop vac in reverse to see if the lines are clogged .Still think the pump may be to small for a 2 inch line .I don't have a gravel filter but I have 2400 gph pump on a 1 1/2 inch hose.I see the water was pretty muddy and have you checked the pump as it could get clogged with mud and pumped it into the gravel and clogged the whole system

Why would you build an UG (undergravel filter) if there are no fish and no plans to add any?
That aside:
-Where is the intake located? Is ample mechanical filtration provided before the water enters the UG?
-Did you drill holes of sufficient size and number with equal spacing in the PVC.?
-How deep is the gravel over the PVC?
-You may need a ;larger pump.
