There is a cultivar of dwarf hardy lily called Paul Hariot and would probably work well for you. I’ve had one in a 20 gallon memorial fountain we made for our dog Lilly for about 5 years and propagated it into my larger pond. The standard variety in the pond has a rhizome about 1 1/2 foot long growing out of the pot, the dwarf lily hasn’t done that.
