New Pond - worms eating Lily Pads.

Having moved house recently, and always having a pond of some sort - I have constructed a raised pond from railway sleepers. (one long. half wide .....) Tried to upload a Picture - but system does not like my JPEG files .....
Two new lilies began putting out leaves. The leaves are now being eaten - from when they are well below the surface - by small worms - transparent & about a cm long.
I do not wish to add fish (in the past they ate everything, water beetles etc etc)
I hope to encourage frogs by creating a stepway of smaller features - but at the moment, it is plants & what arrived in the root balls or insects such a pond skaters. The only exception has been ten rams horn snails.
I have added barley straw, but have now got a green scum .....
Help please ....
