Solar pump

I have a solar pump, with three solar cells.
The pump isn't turning/pumping.

Is this normal for February or is there a problem that I need to check??

How can I check if the solar cells are transmitting current??

Don't have solar myself but imagine if you have had sun you would see some movement on the pump. How long have you had it? Brand? I have seen some Youtube videos using a multimeter to check solar cell output.

Listen for a hum from the pump no hum good chance there's no power getting to it
