Fish are normally shy in spring. If they are overly shy and acting spooky, then something may be scaring them. If you wish to color your water there is a blue dye and that dye wears off fast sometimes. You can also put pond peat in the water which can color the water a nice ambler hue and pond peat is good for the pond as it protects the fish eggs and fish from fungus. If you get the liquid pond peat it is more concentrated.
