Here is a random tip from the MS-ATR free info database:

Carapace & Plastron Care: Tip # 17
Issue: Green, gold/yellow or white spots under a scute that is shedding.
Cause: This is usually the result of water or a small amount of air being trapped under the concave scute making the light passing through the scute appear yellowish or white (scutes are actually transparent)
If the area is green then most likely there is algae present which alone is not a serious issue if remedied but ignored can lead to serious problems like shell rot.
Treatment: Make a solution of 4 parts povodone-iodine to 1 parts water and mix well. Using a soft toothbrush gently scrub the area but do not try to force the scute loose. If it falls off while you are scrubbing that is fine just don't force them off. Repeat this 2 times a day till it clears up but if not cleared after 6 days then you should contact your vet or a specialist as this is a sign that shell rot could already be present. If you need assistance you can contact MS-ATR and we will assist you in finding a qualified professional to help you.
