Waterfall Filter Minimum Flow Rate Question

I've seen a lot of DYI waterfall filters and I have a pretty good idea on the basics, but my question is specifically about the flow rate. I have a small pond/yard and plan to use 17 Gal. Tough Storage Bin by HDX. My questions are with these reduced sizes:

1) Can I use 1" PVC pipe (I plan to set it up in a loop circuit and not a straight line, if that matters)?
2) What is the minimum amount of flow required for the process to work?
