No signs of life from the water clover

If water clover survived our brutal winter last year, shouldn't I be seeing some signs of life by now? I'm thinking I just need to pull the root ball out and get something els. Must be too tender for zone 5.

my water clover did not survive our zone 6b and that was a decent winter, nothing like this last one.

Mine did not survive here either and we are pretty mild. I prolly wrecked it somehow :(

Pulled mine out yesterday. Don't think I will put that in again. I had to remove rocks from the shelf to get all the dead roots.
