Are these comets spawning?

It appears to be spawning behavior as best as I can tell from a still photo. Whether it's actual spawning is kind of between them.
These fish have been doing the mating dance for quite a while but no eggs from what I can tell. It's funny but the big orange fish in this photo, Carrots, is quite the player. He's chasing all the girls. The orange and white fish is named Dreamsicle.
