I just noticed this on one of the Goldfish I have when he came towards the surface today. Most of the time they swim towards the surface and I see them on a daily basis so I feel like this is new and just happened. What is this white stuff on both sides of the fish? Hes moving around fine. All the others see healthy

Can you isolate that particular fish and get some better, maybe closer shots? Is there an injury there? It’s hard to tell from the pics, but it looks like there is a feathering at the sites. That could be damaged tissue sloughing off, or it could be a fungus. Then, in another shot, it looks like carp pox, except that on your fish it appears bilateral (same on both sides), but carp pox doesn’t usually follow a pattern and is in irregular areas on the fish.

I would guess fungal as well, which can be the result of injury. Best first step will be to isolate the fish.

I will try and scoop him up tmrw for better pics. If it's fungus and not an injury, should he be removed from the pond?

If it were my fish, I'd set it up in a separate tank with good water and an aerator. I'd then research both fungal and bacterial infections.
