Does the rubber liner count as insulation? Or is it still just a steel container?

Liner will not provide any noticeable insulation value. Sissy is correct. In your location some form of insulation would be advisable.
Is this pre-formed liner that you speak of EPDM?

The only thing that can provide some insulation is the ground or foam insulation around the pond which will mean building a frame around the tank with insulation inside of it against the tank .

What if I wrapped it in foam for the winter and used a rubber liner on the inside rather than the preformed? Does that sound like it could work?

You can wrap it for the winter, yes, but it will need to be some type of insulation that will give you quite an "R" value to insulate the water from freezing. You sure would not want to have the water freeze solid if you lost power for 2 days ... just saying ... Also, keep in mind whatever you wrap it with will need to be out of the weather, unless it's something that is waterproof. ;)

Vinyl liners are cheaper and more flexible and even 10 mil plastic can work or you can buy those spray cans of waterproofing .The ground under the tank could be mulched to help add to the warmth of the tank and even bales of straw around the pond will also help with cold and summer heat .The metal will get very hot in the sun which will heat the water .If you use the straw you could put plants in the straw like they do on veggie gardens that are built with straw bales .It would help to shade the pond with pretty plants and the bales would really help with water temps ..Just watch out for mice who may like them also

In ground ponds get their insulation from the heat of the ground surrounding them. An above ground pond, especially metal, would need an awful lot of insulation to keep it from freezing in a Jersey winter....especially the kind of winters we've had lately.

This is my plan:

Put in the cheaper, rubber liner. In winter, wrap the whole outside in this:

So it won't work? It may not be meant for this but it could still work.It's 1/4 in. thick sponge neoprene.

It is like the stuff they put on floors to cushion floors around work areas .I am not sure if it has any insulation numbers .I use it by my wood working tools in the basement .It saves your legs from the hard concrete
