Indiana Water Lily

I have to new water lilies this year one has flower almost every day, the other one that I think is a hardy Indiana (not sure of the name) it was small but it has super number of pads but I can't see any blooms coming, I am sure its very healthy. Any ideas on what might be the problem or does it just need more time. I am in Kingston Ontario, and the past week or so it has been super hot.

If you planted it right so the tuber is not too deep on the growing end and gave it fertilizer it should bloom but if it was really small it may not bloom till next year. If you see no buds at all then there may be a problem and it may just die.It's a wait and see kinda thing
