Do they have hollow legs? fill the legs with sand or pea gravel and seal the end.

If that shelf is hollow, you may want to consider drilling a couple of holes so water can get inside it. That along with filling legs should solve the problem

If the shelf has areas under that can hold air drill some holes in it as well as the legs fulled with sand and holes in them as well.
Eliminate any area that can trap air.
