I decided to use Thompson's water seal on the surround to my pond. I thought I was being careful, but saw an oily residue on the surface of pond water when finished. I used newspaper to try to get some of the chemical out of the water, I no longer see the oily residue, but have not added fish to the water. The water lily in the stock tank appears to be doing fine. Does anyone here know if the water sealer is toxic for fish and plants and/or what else I can do before adding fish to it?

100% toxic. And the problem is - as I understand it - it keeps coming off. Water lilies and fish are two different things - don't assume the water is safe for one because the other "appears' to be OK.

Agreed it is definitely toxic to fish. But the goog news hopefully is that the two should not mix well together without some serious aggitation.
Any time chemicals like that make there way to a pond and you see that slick on the surface don't try to absorb with rags etc. Use a bowl bucket or even a garden hose to syphoned off the surface. So it you took a deep bowl like a large Tupperware push one edge just barely under the surface so that water falls over the edge of the bucket . Take only from the surface. Oil and water don't mix . That's why you can see the sheen.

But with today's chemistry a oil base product can now be cleaned up with soap and water. Bad news for the pond. That's why trying to absorb it isn't advised as you agitate it thus mixing some in.

Then do water changes if you have no fish then dump the water and refill.
