It sounds like your pond water level is too low for your skimmer intake.

With the water back up to max capacity, it seems to be doing its job. It is mesmerizing to watch little bits of junk go into the skimmer.
We watched it for a while. It does the bounce thing for a while, then settles down -- then begins to bounce again. It really is a physics thing. The energy builds up, then discharges, then builds up again -- repeat. I guess as long as it is working, I'll let it be. My husband just barely touched his finger to the edge of the floating basket, and it was perfect.

Yes, it was -- after the leak around the waterfall. But now that is fixed. Fingers crossed it will all be good now!
