Can anyone tell what plant this is?

Found this plant growing in a cauldron near were I work. It looks like it started growing in the rocks next to the water and the spread out into the water. I have lived in Washington state for 50 years but have never seen this plant. I was going use in my bio filter but the roots were so dense that it blocked the water flow.

Water forget me not are my daughter’s favorite. Unfortunately that’s the on plant that didn’t make it though the ice this year

Mine freezes solid, always comes back. Maybe it just has not started growing yet. And it spreads
