Help me with my Lotus

This lotus is in a pot (not in my pond obviously). But, I would like to put it in my pond.
Do you think the pot it is in is sufficient. I have been fertilizing it, but still no blooms.
Also, do I put lotus in pea gravel also??? What type of pot??? How deep???
I am going to need to get some type of riser to but some plants on?

I have no idea what I am doing wrong.

I was getting a weird error while uploading, I rebooted to get it to work.

in the manage attachments, we list the permitted extensions and sizes you can upload.
