all the dirt extra should be put where the waterfall goes I used concrete block to put around my filter and put the liner under my filter this way if it leaks it just runs back into the pond .The retaining wall block holds the dirt against all of this

Ensure that you leave enough extra liner on the side and back to help prevent any leaks. I would suggest using one liner for pond and waterfall so you have no future leaks in a seam. In the picture I have attached you can see that I piled all the dirt and than carved it out. I placed some rocks before installing the lining so I could make adjustments to the downward slope or angle.

And how are you going to the sides of the waterfall?
With just dirt?
Once you put all the rocks on top of the liner (waterfall shelves with slight downward angle) than pull the liner on the sides up far enough to catch "splash" water and brace with more rocks. (inside & outside). I also used waterfall spray foam to help hold the liner to the rocks and direct my water flow.

Note: On my waterfall shelves I added some old linoleum flooring sheets under the liner to help prevent plants from puncturing my liner.
