Koi fish not active

Hi, I recently got 2 butterfly koi fish (a little over 3 weeks ago). I don’t know how old they are but they are very small, about 3-4 inches. At the beginning they hid a lot which is to be expected. It was also colder so they weren’t that active. Now, the pond is between 61 and 66 Fahrenheit during the day. One of my koi is pretty active and swims all over the place and to the surface. The other is still very scared. However, not only is he scared but he barely moves and I don’t know if he eats. When I approach him with a net he moves but very slowly. Should I be worried and what should I do?
