Need help

I have had my pond for a couple of years. the rocks and sides are COVERED with fuzz. I guess it is algae but I don't know the best way to get rid of it.
I don't have a UV filter and want to be careful about what I put in as I don't want to hurt the fish (KOI and goldfish).
Plants never do very well during the summer.I have an API water test kit, but don't get the color results I expect. ie the phosphate is yellow not a shade of green as the slide shows. It looks like the PH is ok, as well as amonia and nitrates.
the KH takes 2 drops and the GH takes 3.

The fuzz is probably good green carpet algae, it helps keep you pond healthy.

That's the good kind of algae we all like to have cover the sides of our ponds and rocks. No need to get rid of it. Fish like to nibble on it too and the babies like to hide in it. The string algae that grows in long drifts and the stuff that clouds the water green are the ones we try to get rid of usually. They don't hurt the pond or fish we just don't like it cuz it looks messy and we can't see the fish.
You should get a new test kit. I like the liquid test kits best not the paper strip ones.
