Pickerel rush - how deep

I potted these rushes in kitty litter and they are in the pond. The question I have is how far under the surface of the pond they should be. The top of the kitty litter is 6” under water. So is there an optimum depth?

When I had them in my pond I only planted them w/just an inch or so of water covering the soil/litter but I don't think it really matters that much as when they live in wild lakes/ponds the water does fluctuate. They do need to be in a pretty large pot as those roots go crazy!

My bog froze solid. Still haven't seen pickerel . Amazingly, corkscrew rush survived and it shouldn't have!
What is also weird in my hot tub pond I had put some red stem parrots feather. It is supposed to not handle being frozen. It was and it is coming back beautifully.

My pickerel is 5ish inches below water level, it has been in solid ice and comes back. (when the pond has frozen hard)

Pickerel can be tricky to start in spring, it's new growth is tiny and delicate, vulnerable to any grazing. Other than that it is resilient in up to a foot deep of water
