Plants for a deep pebble bog

I hope someone can recommend plants.

I have an upflow bog filter that uses graduated rounded pebbles, ranging from about 100 mm down to 20 mm, and it’s roughly 1 m deep. Some plants seem to do well, but many others do not. One plant I thought was thriving turned out to be just sitting on top of the pebbles with no roots growing down at all. Other plants seem to put a carpet of roots down, but are still mostly sitting on the pebbles rather than anchoring properly.

I’m looking for plants that will put deep roots down and actively search for the gaps between the pebbles. The pond is in the UK, so I’m looking for hardy species that will thrive in these conditions. I hope someone can recommend some plants.
