8 watts is very little power, it shouldn't need it's own circuit. I wouldn't be concerned at all adding it to any circuit. Here in the US it would be required to be connected to a GFI circuit.
"Wire through Circuit Breaker" is kind of a worthless statement, I don't know how else it would be wired. Everything in a house is wired through a breaker or fuse at least here in the US. No manual came with this?
It looks to me like when mounted the "Pond Medic" sticker would be facing up and any rain would drip off that cap and not get into the wiring. It's normal for the ends of the wires to be bare where they connect.
