What is going on with my dwarf lotus plant?

Recently, holes and cracks have appeared on my lotus leaves. It was healthy throughout its first month and now it's experiencing a few problems. Is this some kind of pest and/or are there other potential causes as well?

This is in the northeast United States if that is helpful.

Additional Bonus Question: The surface of the soil has some kind of strange flaky growth that sometimes floats to the top. Any ideas what or why that is?

Just at a glance, and not having had lotus, I'd say it looks like something is munching on them. As for the surface stuff, it's probably a bit of algea.

I have lotus, the leaves on the water always have a bit of damage here and there, the ones in the air stay pretty perfect.
