Can i quarter these plants?

There in a 4" pot and i would like to cut them into 4 plants.

How many rootballs are there in each pot? That first one is creeping Jenny and it should have multiple stems with roots, or you can break off sections. Don’t know about the other one.

The mazus is a creeping ground cover, most likely could be divided. A lot of creeping ground covers spread via the stems, they send down roots at nodes.

Yes, both of these species are trailing perennials that will root in moist soil. If there is not already enough rooted segments in the pots, you can also start more plants from cuttings.

Moneywort (Lysimachia nummularia), in the Primrose Family (Primulaceae), native to Europe, Anatolia, and western Siberia.
Also known as Creeping Jenny or Creeping Charlie.

Trailing Mazus (Mazus miquelii, formerly Mazus reptans), in the family Mazaceae (formerly included within Phrymaceae), native to China, Japan, Korea, and Taiwan.

Yes, these plants grow in moist soil.
If you are referring to unrooted cuttings, yes, they can often successfully root in moist soil directly in the garden.
However, your success rate might be higher if you started them in pots where you could monitor them more closely.

the plant on the left / Creeping jenny can be cut into 1" pieces and it kept in a tissue like you did with a bean back in grammar school they will put out roots and grow. Yes you can wash off all the soils " i recommend doing so this is not about the plant doing it's best but that the pond does and if the pants has no soils if has to look for nutrients elsewhere and that is the water the water that algae uses to grow. it will take root and become a plant you'll need to manage by pulling out in hand fulls
