Just make a planter that sits over the pipe and plant it full of whatever you like.

Just to echo @Cichlidboy , I ordered Major Wheeler and had it delivered about a week ago for a similar goal. From what I've seen, it's thick and gorgeous, and attracts hummingbirds! I think it would be a good choice for what you're doing, and they're like $15.

Decided to go potted to ease with cleaning the area during the fall. I planted these in mid april and both bloomed with nice flowers but died off already. Painted the pipe green as well
