The sound of water will still be there and can be calming to children .pondless is the way to go so I agree and what fun when the children see butterflies and birds come to visit
A shallow bowl that some water collects in will give the birds a great bird bath. Have an steam from the waterfall fill the bowl, try to set it up with gentle flow.

You will need some form of pump vault.
Two methods in building a pondless-
1) Large rocks on the bottom of the basin becoming progressively smaller as they are built up with a final topping of gravel, preferably egg rock.
2) Use matrix blocks to fill the basin and top these with a layer of egg rock.

fiberglass pallets or bread bins if you can get them will work also or even soda holders will take up space

2) Our pump is submersed, yes, next to the settling chamber (maybe 1-2feet under water level). We have bottom drain connected to the settling chamber... is this enough to circulate water properly?
You will need some form of pump vault.
Sounds like there is another sump connected to the settling chamber which would serve as the pump vault. The settling chamber would provide for extra water volume to sustain long droughts. Easy to replace the pump if it goes out.
