Just curious - what is it about a shelf that doesn't appeal to you?

It is a preference thing for me. I personally am not a big fan of that style.
One option would be to dig a small shelf, mortar rocks in place. Then mortar the flagstone in place on top with a slight over hang. It would be essentially the same type of look as using the rock on a roll, but be real rock instead. That is totally an idea I think I can work with

I put down two layers. One whole Pallet. This one is 10x12x4 if you needed the dimensions.

Both copings came out really well. I will probably head to the garden place near me that sells rocks this weekend and see what they have.
I am also going to order a roll of rock on a roll. I think I have some small areas where this will come in handy.

If the ground is not too hard I will be digging a very small shelf to run a course of rocks.
Shelf size would be maybe 4 inches inset and 4 inches deep. Size might change depending on available rocks.

Underneath the spillway. The left wall appears to be covered by what looks like brick. Underneath the spillway looks like some wooden structure.
