Planting depth

Here is a goofy question. When I read about the optimum depth for aquatic plants, is that measurement from the top of the dirt in the pot to the surface of the water? Or from the bottom of the pot to the surface?

Example: if it says to plant a water lily at 20 inches, should the shelf be 20 inches down? Or more like 30 - if the pot is 10 inches deep?

And... leaves room for LOTS of play. Don't worry to terribly much about getting plants at an exact depth. The only plants that really care are the marginals. Most of them don't like to be too deep in the water.

I never really worry about it, I stick them in, if not growing well I move them around.
