Jebao is a China based company.
Oase is a Germany based company

Jebao is relatively new on the pond equipment market.
Oase is an old, well-respected company that .has always been on the cutting edge when it comes to technological improvements

The Oase pump has a slightly higher max. head at 2.2 M. compared to the Jebao that maxes out at 2.0 m.

At 14 watts, i would be suspect of the claimed performance of the Jebao pump.

I'll bet that the Jebao uses a DC (Direct Current) motor and the Oase uses AC (Alternating Current).
That would explain the wattage difference.
I've used Jebao pumps in the past. Out of 6 pumps, only 1 worked for a reasonable amount of time.
I do like the lower power consumption of a DC motor though. Too bad Jebao is of such poor quality.
