Livestock watering tanks can be used for temporary housing too then, once they are healthy of course, you can decide what to do with the extra ones. They have an amazing ability to recover if the water issues are addressed.

Your biological filtration is not keeping up with your tank's bio-load. You need to carefully do 10-20% water changes and ensure the water your adding is dechlorinated and add the proper bacteria amount for the water volume you are changing. This should rebalance your tank. how old is the lava rock/bioballs in your blue drum? have your flushed the drum recently? You need to stay on-top of your water changes if your biological filtration is not keeping up. You have a lot of fish in that tank. Splitting them up into another system would also make each system more maintainable. considering that many koi should not be in a tank that size it is really all you can do to correct this problem or its going to keep reoccurring.

The entire system was built about 9 months ago and yes I flashed the drum recently

That's probably where your problem is- tank system 10 months old. Nothings changed? Except size of koi! Unless you just recently added them they have grown and are overwhelming your filter. You need to add a lot more filtration and find someway to move some of those koi from that tank.

Nothing changed correct. Koi got bigger
