what type of plant

hello all, does anyone know what type of plant this is? i planted it last year and this year it didnt start growing till recently i am trying to get it to cover the outlets and in the fall i am not sure what to do? cut it back to a nub again? my only concern is that it wont grow until the end of the season again next yeear.

I'm not sure what it is but i would just let it grow and prune only what i had too
