Blanket weed explosion!

Anyone suffered a blanket weed explosion this summer? I should say I'm in the UK, but it would be interesting to know if my experience is down to purely local factors or is UK-wide or even in the US too.
Main question is: Has anyone found a cure? I've tried quite a few and none of them seem to work, despite costing a fortune.
One thing puzzles me. I have two ponds, linked by a waterfall, so the water circulates through both. One is netted to protect my fish from herons. The other is not netted because it has no fish in it. A wire grill prevents fish from getting from the top pond into the unprotected one.
The blanket weed is all in the lower pond. None in the other. ,Same applied to duck weed. Now could my fish be eating the damn stuff? No - they are not grass carp. Just ordinary goldfish. Or could the netting stop the blanket weed and duck weed from forming? Can anyone help.

If anyone hasn't seen my video "Fred the Trampolining Frog" you can see it here:

They will still eat it .I have never had blanket weed and always wonder when i see these post if it comes down to over aerating and not over feeding my fish that helps keep it away .My neighbor had it again last year and she bought an aerator and i set her pond up like mine for her and she did not get it this summer and she had no green water either .She feeds her fish now only 3 or 4 times a week .When you overfeed fish you are feeding everything else that grows in your pond
