Is it OK to pond Vac this time of year please?

I have some debris and leaves in there and I have got a yearning to do some Spring Cleaning...

I don't want to hoover up fish babies or anything so I was wondering when they do their breeding, spawning, nursing etc...

Also when I do Vac the pond, I flood the pond water from the Pond Vac's drain onto my lawn and replace it with tap water, is that ok?

My water is around 78 deg and my koi have been spawning for the last week
I already have some fry swimming , and they are at it hard today
I let my fresh tap water run in and splash down with my water fall water

Are fish temperature driven to breed and spawn?

I have frog's spawn in there which is what made me worry that the fish may be spawning too...

Someone on here stated the temperature of the water needs to be above 63 and stay there. Mine were chasing like crazy, the water was around 63-65, now it is back into the 50's, at this point they are not chasing. I have not seen any egg mass, but do have a ton of toad tads in the lotus pond.
