Never buy them if dried out. I bought my 1st water lily at Lowes and it turned out very nice. Was not dry when I bought it and it had tiny pads on it. If no pads, no good! They grew so well they covered half my pond! I grew them in pots w/fertilizer.

Then I recently over the past few years decided to try them w/o soil free in the water just weighted down tied to stones. They aren't blooming like they used to and I lost some, even my Nymphaea Burgandy ones. I seem to only get yellow bloomed ones now that I got from a @addy1 . I might have to go back to potting them up again to get better results. Hate to do that tho as so much easier to care for w/o pots.
