Some of mine have, as long as the roots are wet or damp they do fine.

Will pond/ bog plants grow in above water line gravel?

From what I've noticed in my short time as a ponder is that quite a few plants don't actually need to be in water, their roots just need to be in water or at least damp soil. Some plants might have different needs though.
