Here if I where to put it in plastic bags the mice would love me for it as we get a lot of field mice and with them comes snakes .No matter where you put it here mice will try with those flexible little squirmy bodies they have LOL You have make sure it stays dry because it molds just like hay and straw when it picks up moisture .I do not have a garage and found that my basement even though it is dry and cool was still to damp to keep it there .Gosh that stuff can suck moisture out of anything .
